Primary Purpose:

Under general supervision, assist the director of facility services in directing and managing the day-to-day operations of the department. Responsible for leadership of building maintenance, grounds maintenance, and custodial operations for all district facilities. Assist director of facility services to maintain the physical school plant in excellent operating condition so that full educational use may be made at all times. Provide a physical environment that is functional, safe, clean, and attractive.

Qualifications:

Education/Certification:

Candidates should have 30 or more hours of college courses in a business or related field

Clear and valid Texas driver’s license

Current or past licensure in electrical, plumbing, HVAC or other discipline

 

Special Knowledge/Skills:

Specific knowledge of one craft used in building repair and maintenance including carpentry; electrical repair; heating, ventilation, and air conditioning; painting; or plumbing

General knowledge of other crafts used in building repair and maintenance

General knowledge of basic principles of construction, school plant maintenance, and some knowledge of custodial operations

Ability to direct and supervise personnel

Ability to read blueprints and schematics

Ability to perform mathematical calculations

Ability to conduct on-site inspection of district facilities

Ability to manage budget and personnel

Ability to implement policy and procedures

Ability to analyze and interpret data

Ability to train and communicated effectively

Experience:

Six years experience in a craft field

Minimum of six years of progressively responsible experience in plant operations, facility management, and/or custodial operations, four years of which must have been in a supervisory role, preferably within a school district or a large plant or building.

Major Responsibilities and Duties:

Facilities Maintenance and Repair & Healthy and Sanitized Conditions

  1. Assist the director to ensure that district facilities are functional, safe, clean, and well maintained.
  2. Oversee and manage the lead maintenance crew leaders, grounds foreman and custodial crew leaders. Support daytime operations and evening operations performed by department personnel. Process payroll and perform appraisals on assigned personnel based on district standards.
  3. Assign work to personnel and oversee completion. Assist leads to plan or initiate contract repair when work cannot be performed by district staff.
  4. Review and assign priority to all work orders and process them. Work cooperatively with principals and other facilities managers to schedule and complete repairs and to complete routine cleaning of buildings.
  5. Coordinate work with the construction department, support the construction process and maintain the close out documents associated with completed projects.
  6. Estimate cost of repair and maintenance projects including labor, materials, and other related costs.
  7. Assist the director and lead supervisors prepare plans and specifications for contracted repair work and site improvement for submission to purchasing department for bids. Ensure that a concise scope of work is defined for contracted work.
  8. Work with campus administrators, PTAs and booster clubs to secure quotes for projects, review ordinances as needed, coordinate with third-party contractors and provide oversight to ensure the district site improvement process is followed.
  9. Work with the purchasing department to initiate, approve and process purchase order requests and develop approved vendors.
  10. Work cooperatively with the directors of risk management, facility use, emergency management and school security, and technology. Verify information and provide support for projects involving these critical departments and work to resolve issues efficiently.
  11. Assist the director to develop and maintain written departmental procedures for maintenance, repair, and operations of all district buildings and equipment. Ensure work orders are processed and executed in a timely manner. Work to improve all departmental processes and procedures.

Inspection

  1. Inspect all district buildings, facilities, and grounds and initiate repairs and work orders as needed.
  2. Support and verify that preventative maintenance is completed.
  3. Identify and schedule capital needs projects that fall under facility services supervision.
  4. Conduct on-site inspection of completed projects. Monitor and inspect contract work.
  5. Inspect department vehicles and equipment for appropriate maintenance and safety.

Safety

  1. Initiate or provide training and orientation to all personnel with specific emphasis on skilled workers in safety procedures and proper use of tools and equipment. Ensure that annual required training is accomplished and develop a schedule for safety training modules for department personnel.
  2. Follow established safety procedures and techniques to perform job duties including lifting and climbing. Operate tools and equipment according to established safety procedures. Follow district safety protocols and emergency procedures.
  3. Correct unsafe conditions in work area and promptly report any conditions that are not immediately correctable to supervisor.
  4. Follow established procedures for locking, checking, and safeguarding facilities.
  5. Ensure equipment is maintained in optimum operating condition.

Budget, Inventory and Equipment

  1. Ensure operations are cost effective and funds are managed wisely.
  2. Assist with inventory stock control program for equipment and supplies.
  3. Recommend disposal of obsolete equipment when necessary and ensure proper asset liquidation forms are completed.
  4. Prepare, implement, and maintain preventive maintenance schedules for tools and equipment. Ensure maintenance is completed and equipment is in safe operating condition. Recommend replacement of existing equipment when necessary. Work to improve productivity and reliability of equipment.
  5. Conduct regular inventory of physical equipment and supplies and maintain accurate records. Order tools, equipment, and supplies as needed.
  6. Assist with the development and oversight of the budget. Assist with the development of specifications for RFPs.

Personnel Management

  1. Assist in recruiting, screening, selection, training, and evaluation of Facility Services employees. Supervise, and evaluate staff and make recommendations relative to assignment, retention, discipline, and dismissal. Ensure departmental personnel are knowledgeable of departmental and district policies and regulations.
  2. Deal sensitively, fairly, and consistently with personnel. Emphasize appropriate decorum and behavior among staff, emphasizing acceptance of diversity. Facilitate effective communication with staff through scheduled briefings.
  3. Maintain accurate information for payroll reporting (timecards, tardiness, and absenteeism). Monitor and approve overtime use.
  4. Assist the director to prepare, review, and revise department job descriptions, when necessary.

Policy, Reports, and Law

  1. Ensure compliance with federal and state law, State Board of Education rule, and local board policy.
  2. Compile, maintain, and file all reports, records, and other documents required including timekeeping records.

Other

  1. Respond to after-hours emergency calls as needed. Must live within 20 miles of the district and is readily available to handle on-site emergencies within 30-45 minutes of a notice on a 24/7/365 basis.
  2. Follow district safety protocols and emergency procedures.
  3. Develop positive relationships with principals and other building administrators and foster and promote a positive image of the department.
  4. Support the director in all aspects of leading the department and is responsible when the director is out of the office.
  5. Participate in development of the district’s disaster plan and be prepared to take an active role in responding to emergencies as needed.

Supervisory Responsibilities:

Monitor the work and issue work assignments to lead supervisors, foreman, skilled and general maintenance workers, and custodians.
