Primary Purpose:

The primary purpose of this role is to direct and oversee the areas of recruitment, training, and support of District substitutes, criminal history background checks for all District substitutes and volunteers, and administration of leave and absence policies for the District including FMLA and long and short-term disability. The coordinator will also facilitate the placement of student teachers working with universities and colleges to seamlessly integrate and foster our relationship with higher education. 

 

Qualifications:

 

         Education/Experience:

  • Bachelor's degree in education or human resources/or related field required
  • Five years experience in human resources or school environment 

         Special Knowledge/Skills:

  • Knowledge of applicable state and federal employment laws, including the Family and Medical Leave Act (FMLA), Fair Labor Standards Act (FLSA), and Americans with Disabilities Act (ADA) 
  • Ability to interpret and disseminate information to individuals and groups
  • Strong verbal and written interpersonal skills
  • Professional demeanor with the ability to communicate effectively with diverse groups
  • Ability to work independently and work in a team-oriented environment
  • Provide technical information and assistance to others concerning employment policies and personnel transactions

Major Responsibilities

  • Serve as the district administrator to operate the automated substitute system, including date entry and absence reporting
  • Select and interview all qualified substitute applicants
  • Manage the substitute orientation program and continually evaluate and redesign training as needed
  • Create and distribute a monthly substitute newsletter to aid in communication and cohesiveness
  • Follow data in substitute system and report patterns to director and executive director
  • Process substitute badges and maintain records of issued and returned badges
  • Continually communicate with substitutes regarding substitute status
  • Process and maintain information for the position of "Sub Others"
  • Provide training to all district users of the automated substitute system to ensure correct utilization and work with principals and staff on any issues
  • Process requests for substitutes from Principals
  • Review Substitute Evaluation Forms and determine personnel recommendations to the Executive Director
  • Maintain updated substitute list, certification list, and volunteer list and enter certifications into substitute system
  • Track substitute applications for hiring, complete required new hire, reasonable assurance of continued employment, and other required forms, and maintain substitute job postings
  • Process monthly substitute payroll, reconciling substitute records with employee absence records
  • Oversee the administration of leaves and absences for all District employees and maintain records. Provide communication and assistance as needed to employees on FMLA, disability leave, etc.
  • Process all long-term absences, determine eligibility for various leave programs including FMLA, military, and temporary disability leave according to established guidelines, and provide employees with required timely notice
  • Maintain contact with school site/department personnel to ensure that substitute employees are in assigned positions, communicate leave of absence information, volunteer status updates, and all other personnel actions that affect employment status
  • Receive and process criminal history background checks for substitutes and District volunteers
  • Create and maintain electronic and paper files for substitute employees, volunteers, and leaves and absences
  • Respond to unemployment claims related to substitute employees
  • Maintain confidentiality on all matters of personnel and volunteers
  • Participate in meetings and training sessions as designed by District Staff
  • Work with designated substitute contact on campuses and meet to improve communication and efficiency
  • Oversee the placement of student teachers district wide working with universities and individuals
  • Develop necessary forms and management tools to expedite the process of student-teacher placement

Mental Demands/Physical Demands/Environmental Factors: Work with frequent interruptions; maintain emotional control under stress. Demonstrate patience and flexibility in changing job demands and when interacting with employees, visitors, and the public. Repetitive hand motions; prolonged use of a computer, intense filing, fast-paced work with fixed deadlines, and office environment.
